盐田口岸入境空箱检疫监管模式探讨

　　摘要：目的 建立海港口岸入境空箱监管新模式，预防致病性病原微生物、医学媒介生物、有害生物、有毒有害物质等随空箱入境传播。方法将闸口查验和港区抽查相结合，设置闸口检验检疫工作间和港区国检复查点，对不合格空箱进行全程监管。结果2012年盐田口岸入境空箱查验不合格率达0.78%，同比增长77.27%，每月的不合格率由最低的0.37%提高至最高时的0.83%。同时对不合格空箱后续处理进行全程监管，提高了纳入II/III类情况不合格空箱的比例。结论将闸口查验与港区抽查有机地结合，既提高了阳性检出率，又强化了不合格空箱处理过程的全程监管，有效地控制入境空箱检疫风险。

　　Approach on new quarantine supervision pattern on

　　Abstract:   Objective   To establish a newquarantine supervision pattern on entry empty Containers at theport, improve the capability of sanitary control, prevent thespread of diseases and poisonous and noxious substances with emptycontainers.   Methods   Article inspection atthe port-gate and random sampling inspection at the port area needto be combined, supervision and management for empty containersneed to be strengthened by posting the inspection and quarantinestudio at the port-gate and reinspection studio at the portarea.   Results   The unqualified rate of emptycontainers was 0.78%，up77.27% over last year. The extent of theunqualified rate was 0.37% to 0.83%. The whole follow-up proceduresof dealing with those unqualified contains have been supervised,and unqualified proportion of situation II / III brought into hasbeen raised.   Conclusion   New quarantinesupervision pattern on entry empty containers will be establishedby combining posting quarantine studio at the port-gate and postingreinspection studio at the port area. Only in this way , thepositive rates will be increased and the through supervision fordealing with the unqualified rate of empty containers will bestrengthened. Thus the quarantine risk of entry empty containerscan be substantially limited.
