摘要:目的 建立有效的国境口岸重大呼吸道传染病检验检疫防控人员配置机制。方法通过采取调查问卷、建立人员配置应急预案、引入个人-岗位动态匹配模型、利用人员配置激励理论等研究分析方法,加强对国境口岸重大呼吸道传染病防控过程中防控人员有效调配的总结和探索,实现防控人员的有效配置。结果防控人员配置机制的建立和应用提高了疫情防控效率,有效控制了疫情蔓延。结论甲型H1N1流感防控工作证明构建有效的防控人员配置机制是检验检疫部门在国境口岸预防和控制重大呼吸道传染病疫情的重要保障,应予以广泛推广。

Abstract: Objective To establish the effective personnel allocation mechanism ofinspection and quarantine to prevent and control the significantrespiratory infectious diseases at frontier ports. Methods A series of research methods of collecting questionnaire, establishing staffing emergency plan,introducing the staff-post dynamic matching model, using the staffincentive theory was conducted. For effective deployment mechanismwas summarized. Results The establishmentand application of the personnel allocation mechunism in theprocess of prevention and control of Influenza A (H1N1) improvedthe epidemic control efficiency, and control the spread ofdisease. Conclusion It is key to constructpersonnel allocation mechanism of prevention and control of severerespiratory infectious diseases at frontier ports. It is necessaryto be widely in the inspection and quarantine department.
