“金字塔式”信息发布机制在国境口岸重大呼吸道传染病防控中的应用

   摘要：通过对甲型H1N1流感疫情防控中检验检疫政策宣传的分析和评估，打造了以政务信息宣传为基础，以新闻报道为主体，以新闻发布为最高目标的“金字塔式”信息发布机制，并应用于国境口岸重大呼吸道传染病检验检疫防控工作中，明确了如何有效运用政务信息宣传手段，对公众所关心的政府行为进行释疑、解惑，并适时引导舆论，争取积极的舆论导向，为口岸疫情应对工作创造有利的舆论环境，确保各项防控措施的有效实施。

    Abstract:   This paper elaboratedthe pyramid system of information distribution, which was developedby analysis and evaluation of inspection and quarantine policyadvocacy in prevention and control of Influenza A (H1N1) epidemic.The system was based on  government affairs report andadvocacy, mainly formed by news report, and focuses on newsdistribution. With the application of this system in prevention andcontrol of severe respiratory diseases at frontier ports, wefigured out the following problems: how to explain the governmentaffairs that the public care about via government affairs reportand advocacy, and how to guide the public opinion properly tocreate a good public opinion atmosphere for epidemic reactions tomake sure prevention and control measures were implementedeffectively.
