基于供应链管理的国境口岸重大呼吸道传染病防控应急物资配置机制的建立

   摘要：为了研究建立国境口岸重大呼吸道传染病防控应急物资配置机制，本文参考北京口岸2009年甲型H1N1流感防控情况，首先阐述了重大呼吸道传染病检验检疫防控应急物资的定义和特点，进而按照用途和需求特征对应急物资进行了分类分级，明确了应急物资的储备模式。在此基础上，提出了基于供应链管理的应急物资配置机制建设思路，从采购和管理方面提出国境口岸重大呼吸道传染病防控应急物资配置机制建设建议。

    Abstract:    To study theestablishment of allocation mechanism for emergency supplies onprevention and control of severe respiratory infectious diseases atfrontier ports. This paper was referred to the situation in 2009 onprevention and control of influenza A (H1N1), the first, definesemergency supplies and elaborates its characteristics on preventionand control of severe respiratory infectious diseases inspectionand quarantine, and then make clear of emergency supplies reservemode by classifying and grading the emergency supplies in accordingto its purposes and demand characteristics. Thus, put forwardconstructive ideas for allocation mechanism of emergency suppliesbased on supply chain management,and make constructiverecommendations from procurement and managing aspects forallocation mechanism for emergency supplies on prevention andcontrol of severe respiratory infectious diseases at frontierports.
