构建口岸突发疫情财务应急保障机制的探讨

    摘要：目的建立口岸突发疫情财务应急保障机制，为口岸重大传染病疫情防控工作提供有效保障。方法根据《预算法》和财政部《财政应急保障预案》，分析评价2009年甲型H1N1流感防控专项经费管理情况，结合口岸检验检疫工作实际，从财务应急指挥系统、应急反应系统、应急保障手段、应急反馈系统等4个方面，探索建立口岸突发疫情财务应急保障机制的思路。结果建立口岸突发疫情财务应急保障机制，明确了应急管理中财务部门的具体职责和工作程序。结论通过建立口岸突发疫情防控专项经费应急保障机制，确保国境口岸重大传染病防控工作及时有效开展，促进经济社会和谐发展。

    Establishment of financial supportingmechanism for

    port epidemic contingencies

    Abstract:   Objective  To establish a financial supporting mechanism for port epidemiccontingencies and providing an effective safeguard to theprevention and control of the outbreaks of major respiratoryinfectious diseases at ports.  Methods   Base on the《Budge ACT》 and the 《Fiscal emergency guarantee plan》 promulgatedby the Ministry of Finance, the paper analysis and evaluate themanagement of the special funds for preventing and controllingA/H1N1influenza in the year of 2009. Combined with the current workof inspection & quarantine at port, it searches the thoughts ofestablishing a financial supporting mechanism for port epidemiccontingencies from financial emergency directing system,emergencies responding system, emergency supporting measures andemergencies feedback system, etc.   Results  Establishing a financial supporting mechanism for port epidemiccontingencies and explicating the responsibilities and workprocedures of the financial department in the emergencymanagement.  Conclusion   Though the establishmentof a financial supporting mechanism for port epidemiccontingencies, it could timely and effectively safeguard theprevention and control of the outbreaks of major respiratoryinfectious diseases at ports and promote a harmonious developmentof economy and society.
