国境卫生检疫机构传染病防控能力的评估技术研究

    摘要：目的探讨国境卫生检疫机构传染病防控能力的评估技术，用于评估防控能力现状，查找传染病防控工作中的薄弱环节，为口岸传染病防控能力建设提供科学依据。方法根据卫生检疫工作的实际情况，采用Delphi专家咨询法收集专家意见，选择能力评估的因素，利用层次分析法(AHP)确定各因素的权重，并运用模糊综合评判法建立国境卫生检疫机构传染病防控能力的评估方法。结果初步建立了国境卫生检疫机构传染病防控能力的评估方法。结论该方法将定性分析与定量分析相结合，把数学处理和人的经验与主观判断相结合，把人的主观因素限制在较小的范围内，更好地克服了评价工作中的主观性和片面性，体现出科学性和规范性，保证评估结果准确性。

    Abstract:   Objective  To establish a evaluation model of infectious diseases preventionand control capability,to evaluate the status of infectiousdiseases prevention and control  capability of the frontierhealth and quarantine office,find out the shortcomings, and toprovide the scientific evidences for ability building. Methods   Indicators were selected according toexperts’suggestions and the relevant practice work of frontierhealth and quarantine inspection, utilizes analytic hierarchyprocess (AHP) to decide weights and building the evaluation modelby fuzzy synthesis judge.  Results   Preliminarilybuilt the evaluation model for the frontier health and quarantineoffice of infectious diseases prevention and controlcapability.  Conclusion   This method combinesqualitative analysis with quantitative one，and integrates personalexperience and judgments with mathematical operation，whichcircumscribe person’s subjective factor into minimum range toguarantee the correctness of evaluation result．
