口岸防控传染病成效评估体系建立及应用的研究

    摘要：目的 以甲型H1N1流感为例，探讨口岸防控传染病成效评估体系的建立及应用。方法以深圳口岸甲型H1N1流感防控工作为线索，以甲型H1N1流感对深圳经济社会产生的影响为参考，对传染病防控评估指标、评估体系作系统分析，构建流行病学、经济学、社会学“三位一体”的传染病防控评估体系。结果建立流行病学、经济学、社会学“三大体系”，明确指标系统化、指标量化、指标标准化“三个要素”，是构建系统评估体系的核心内容。结论系统全面的疫情防控体系对做好甲型H1N1流感等传染病疫情的防控具有重要的现实意义和深远的历史意义。

    Abstract:   Objective  To take influenza A (H1N1) as example and, to discuss theestablishment and application of the effectiveness evaluationsystem for the infectious disease prevention and control atports.   Methods    In accordance with theinfluenza A (H1N1) prevention and control at Shenzhen port, as wellas its influence on Shenzhen’s economics and society, theevaluation index and system of the infectious disease preventionand control was systematically analyzed. Besides, a trinityinfectious diseases prevention and control evaluation system ofepidemiology, economics and sociology.   was esfablishedResults   The core of establishing the evaluation systeminvolved two aspects: one was to establish a so called “ThreeSystems” which includes epidemiology, economics and sociology; theother is to systematize, quantify and standardize the index whichwas called “Three Elements”.  Conclusion    A comprehensive and systematicprevention and control system for the epidemic situation is ofgreat realistic as well as historic significance to the preventionand control of infectious diseases like influenza A (H1N1).
