基于HACCP原理的突发公共卫生事件预警和应对机制构建

   摘要：近年来多种新发和再现传染病以及各类生物恐怖事件严重威胁人类健康、社会稳定和经济发展，也充分暴露出我国在防范突发公共卫生事件的机制上存在诸多薄弱环节，尤其是缺乏一个全面覆盖各类突发公共卫生事件的完整预警和应对系统。HACCP体系是一个成熟和完善的食品安全的预防性控制体系，其基本原理具有科学的管理学基础，并且是经过实践检验的。将HACCP原理应用于突发公共卫生事件预警和应对机制的构建。基于HACCP基本原理，对突发公共卫生事件预警和应对过程进行7个环节的分解和优化，构建科学化、规范化、系统化的突发公共卫生事件预警和应对机制，以期提高突发公共卫生事件应对体系的效率和效果，完善我国的突发公共卫生事件应对体系。

    The establishment of warning and responsemechanism of

    public health emergencies basing on HACCP

    Abstract:   In recent years, avariety of Bioterrorism events, like existing and new infectiousdiseases, bring serious threat to human health, social stabilityand economic development. There were a lot of weakness in buildingthe mechanism of preventing the pubilic health emergencies,especially the lack of a complete early warning and response systemto all kinds of public health emergencies. HACCP is a mature andcomprehensive system of controlling and preventing food safetyevents, which has the basic principles of scientific management,and is proved to be applicable. HACCP principles was applied tobuild the warning and response mechanism of public healthemergencies. According to the basic principles of HACCP, thewarning and reponse system of public health emergency was seperatedand optimized to seven parts to make it more scientific,standardized and systematic. It can improve the efficiency andeffectiveness of response to the public health emergencies andcomplete our response system of public health emergency.
